Idaho legislature considers tax on soda


The Idaho House Revenue and Taxation Committee introduced a tax on soda pop Thursday as another option for the full House to consider, according to the Idaho Statesman. This tax — which is so new to Idaho the state doesn´t yet have a reliable number on how much it could raise — would be added into the arsenal of choices. Just four members opposed the introduction — longtime conservative Reps. Lenore Barrett, JoAn Wood and Shirley McKague, and freshman Republican Janice McGeachin.

Only Lenore Votes Against the Bill

Meanwhile Wednesday, the House voted nearly unanimously to provide $1.8 million to prepare the old courthouse and the Borah Post Office — also acquired by the state — for temporary housing during the estimated 30 months of renovation.

Only Rep. Lenore Hardy Barrett, R-Challis, voted against the measure in what she called "a protest vote." "I was pleased the governor halted what was going out there," Barrett said. "I've never been happy with what's going on with this Capitol restoration."

 

 

SB 1056

The purpose of this measurement is to insure that affected persons have an opportunity to be heard at a public hearing in front of local decision makers regarding Confined Animal Feeding Operations siting. It also eliminates the one-mile primary residency requirement currently in Idaho Code. 

"Either you want to retain your local control or you don't," Barrett said, when explaining her opinion about SB 1056.

Lenore held this bill in Local Government Committee, which she  Chairs, on February 22.  The Senate passed this bill (30 to4) on February 21, 2007.

Only people within one mile of a large dairy, with its noise, smell, lights and flies can participate in a hearing.

 

Senate Bill 1094 would require all children under age 6 to remain in a child-safety seat at all times when a vehicle is moving.  March 1, 2007

 

Senate Bill 1135 would have raised Idaho's cheapest-in-the-nation fine for seat-belt violations from $10 to $25.  March 1, 2007

Both bills passed the Senate. But both bills now are in Rep. JoAn Wood's House Transportation and Defense Committee. Wood plans to sit on both bills.

During the 2007 Legislative session:

Representative JoAn Wood of Rigby proposed a substance abuse and mental health treatment facility be built in Bonneville County. The center and its programs would be designed to give prisoners the treatment they need instead of just locking them up - time after time. The Bonneville County Sheriff’s Office , would dedicate part of their planned county jail expansion to the program. The facility is expected to cost the state about $2 million, while treating 120 inmates in a 4-year program would cost around $6 million.

Superhighway through Idaho?

September 16, 2007

I recently attended a meeting of the Canyon County Republican Women at Nampa City Hall and heard Rep. JoAn Wood, R-Dist. 35 from Rigby speak about the planned superhighway system that will transect the United States, reaching from Mexico to Canada.

JoAn reported that the Idaho Legislature has sent a resolution to Congress opposing these toll highways because they are planned to bring goods from China and India into the United States and Canada via Mexico, using inexpensive Mexican ports and workers to undercut American workers and ports.

 

 

Jeff Siddoway recused himself while the Senate voted 24-9  on S 1074 to license elk farms. Siddoway is the owner of a 5,000-acre shooter bull operation near St. Anthony.

 

Senator Siddoway: "I must declare that I have an elk ranch with a harvest component to it. I will be engaging in the discussion and voting on these bills."

As long as he discloses his conflict of interest, the Senate rules let Siddoway decide whether to vote or abstain.

Idaho is home to 78 elk farms and 14 penned elk hunting camps. Eastern Idaho contains 10 of the hunting preserves, including one owned and operated by Terreton resident Jeff Siddoway

Swing Vote on Brucellosis

Senator Siddoway: I have had a great struggle with H205. I have received many calls from constituents regarding which way the Department is going. As long as our neighbors insist on feeding the wild elk, we will have Brucellosis problems for years to come, and we need money for the Department to address this issue, as well as the manpower to do the job. It’s real hard to get drugs for the minor species, and we, as livestock farmers, have come up with concoctions and have been working with veterinarians, but this issue is very difficult. I want to support the Department for all its hard work, but I just cannot support this bill

Chairman Gannon: We have a motion from Senator Schroeder and a second from Senator Siddoway to form a committee to work with JFAC to try and find appropriate funds to keep the disease control program alive.

Montana loses Brucellosis free in 2008.

S 1056. 02/21/2007,

PASSED  30-4-1

Before S 1056, people who reside in an area greater than one mile of a proposed feedlot can be stopped from testifying at public hearings dealing with livestock feedlots. That was in Idaho code.

The idea was to stop outside interest groups from flooding the public hearings. Instead, it stopped neighbors of a proposed 18,555-animal operation in Jerome from having their say.

The Senate voted to improve it by requiring local officials to hear "affected parties," regardless of how far they live from the proposed feedlot. It's not enough, as Sen. Brent Hill, R-Rexburg, noted. Government shouldn't be denying anybody's free speech rights.

Siddoway voted No on S 1056.

"To me, this is just another one of those bills where we're going to change the whole state statute for the exception of one, and I think that's grossly an error," Siddoway said.

 

April 28, 2006 as a Candidate

Siddoway is a state and national leader in the sheep industry and former Fish & Game commissioner. He touts his experience on natural resources as preparation to find a balanced solution to the water wars. He said Idaho Power’s clout makes him “wonder if we’re going to have to ask Idaho Power’s permission to run water down the ditch.”

 

Idaho's Legislature chose to do nothing to reform what the National Association of Child Care Resource and Referral Agencies rates as the worst state day-care standards in America. 

That's as it should be, according to four eastern Idaho House Republicans.  JoAn Wood of Rigby  spoke against the bill, noting that a similar bill was debated 25 years ago, when it was determined that problems in some areas were not common to all; regulation of facilities is a local issue, and should consider the increased cost of licensing, and the number of small, rural day cares.

A roll call vote was taken:

• Chair Block, and Reps. Luker, Henbest, Rusche, and Chew voted

aye.

• Vice Chair Nielsen, and Reps. McGeachin, Loertscher, Shepherd,

Marriott, and Thayn voted nay.

The motion failed; H 0163 will be held in committee.

 

 

 

HOUSE BILL NO. 245

shifts $9.4 million in 2007 from businesses to other property owners, including homeowners.  The state pledges to pick up costs in future years — up to $92.8 million.

Legislative Session 2005

The House Transportation Committee passed a bill in 2005 to stop issuing any more specialty license plates.  Sponsored by House Transportation Committee Chairwoman JoAn Wood, R-Rigby, says enough is enough. Special plate programs have become an overused and unnecessary burden, especially for Department of Motor Vehicle offices that stock excess piles of plates.

Legislative Session 2007

• In the question-mark department, the Senate voted 30-4 to pass a bill allowing anyone to testify about a proposed livestock or dairy operation — not just people living within a mile of the project site. The bill H 246 now sits in the House Local Government Committee; Chairwoman Lenore Hardy Barrett, R-Challis, says she hasn't decided whether to schedule a hearing.

When we moved to Custer County, agriculture, mining and timber industries were small, but healthy. No one was rich, but the spunky among us could claim their right to life, liberty and property, without permission from Congress.

Today resource producers have been put with their bowls to beg, and Congress should call off the dogs! Resource economies should be protected, not victimized by wilderness designation, wolves and the Endangered Species Act. Alas, that would require a collective congressional spine—a body part in short supply.
