One of the things I have noticed in Brisbane is a profound emphasis on regulation. Throughout the city are signs about things you cannot do...no smoking, on the spot fine $150; no eating or drinking, on the spot fine $150; anyone caught defacing a street sign, fine; the signs on the pool in Chinatown (see the picture); the list goes on.

Another thing I've noticed is the tremendously obvious presence of the "Brisbane City Council", who is always credited with ordering the regulation, or providing the public benefit, or guiding the public effort. (there was even a note on an information pylon yesterday apologizing on behalf of the Brisbane City Council for any inconvenience caused by the fact that the post was blank while it was being renovated.

Lastly, cameras are EVERYWHERE!!! You can look in any train station or intersection or walkway and see a camera.

All that said, the absence of law enforcement is very noticeable. At the beginning of the month, Inspectors began riding buses to catch fare cheats and from time to time inspectors will walk a train checking tickets, but for the most part everything seems to operate on the honor system: everyone has every opportunity to be aware of the rules and is expected to follow them. Only rarely is this policed.

I've not asked, and wonder about all this. It almost might go back to an old prisoner mentality or something; where the warden makes the rules and everyone is expected to follow or else. Maybe not. It will be interesting to see if Sydney is any different.

Oh, and for what it's worth, a sign greeted us as we left the airport when we got here welcoming us to Brisbane...a nuclear free zone.
