Jim has been the Executive Director of United Vision for Idaho for 12 years.  They are the lead organization promoting campaign finance reform on the state level in Idaho and have helped promote greater disclosure and accountability in Idaho elections. Public financing bills introduced in the Idaho Legislature include SB 1290 in 2006, co-sponsored by seven State Senators. 

Big money for campaigns comes from PACs and wealthy interests in Boise and Washington, DC. Those interests have disproportionate access to lawmakers as they set the agenda of the legislative session, prioritize state revenue, and create incentives in state tax policies.  Small communities like Salmon must compete with these big-money interests.

On February 8, 2006, Jim Leach (R-IA) introduced a campaign finance reform bill in the House.  That bill  was referred to the House Committee on House Administration.  Congress took no other action.  Title: To amend the Federal Election Campaign Act of 1971 to prohibit nonparty multicandidate political committees from making contributions in support of campaigns for election for Federal office, and for other purposes.
